The End of Representative Governance

Cheney chided an interviewer during a recent cable broadcast by asserting that to govern, he only needs 50% plus 1, somehow leaving out that a razor-thin plurality does not give him a mandate to do whatever he wants. He is supposed to carry out the wishes of the people, not ignore them in favor of his own agenda.
