It seems like only the stuff for which we're least prepared happens--Katrina, 9/11, and the current Israeli offensive.
we've been woefully unprepared for each--the CIA still doesn't have enough Arabic speakers, for example, our under-preparedness for Katrina needs no explanation, and I don't think we've paid any attention to Lebanon since the 1980's. Bush seems to hardly know what to say about it.
